Ulat nina Richard R. Gappi at Elida Bianca Marcial
August 30, 2017; Miyerkules, 4:28PM

Col.

“This operation (LACAP) involves the maximum deployment of PNP mobile, motorcycle and foot patrol along the commercial establishments, pawnshops, banks to intensify police visibility in coordination with managers and security officers,” ayon sa LACAP document.

The mining company operating in Angono LafargeHolcim Aggregates Inc. and local officials led by Mayor Gerry Calderon signed this Tuesday, August 29, 2017 a Memorandum of Agreement which strengthens the partnership between public and private entities.

Lafarge was represented by Irene Azarcon.

The agreement involves the cementing and rehabilitation of 110-meter portion of DOMSA or Don Mariano Santos Avenue in Barangay San Isidro.

The road repair aims to improve the trade and commercial activities in the area and ensure the safety of motorists.

The memorandum did not indicate the amount to be spent by each party.

However, a similar agreement in February 2017 which featured the re-blocking and cementing of 100-meter portion of DOMSA from Cozy Homes Subdivision to Medalva Subdivision showed the project cost P3 million.

In an interview, Alan Maniaol, chief of staff of the Office of the Mayor, said Lafarge will shoulder all the expenses, and the municipality will “provide manpower and equipment’” for the project.

The newly signed agreement likewise outlines the particular tasks of each party.

In particular, LHAI will be responsible for installing safety signs, conducting necessary surveys and measurements to determine the project limit, concrete breaking and hauling of broken concrete, excavation of base to desired elevation and removal of unsuitable materials, delivery of sub-base and base course, grading of base;

Spreading of sub-base course and base course, rolling/levelling, compaction of base with FDT Field Density Testing, installation of formworks, concreting, curing and ensuring the project is completed not later than 60 days from its commencement.

The municipality, on the other hand, will be responsible for providing the manpower or labor support for the project, assigning and managing traffic enforcers to maintain order at DOMSA, coordination of activities

Providing Site Engineer, ensuring that the project complies with LHAI’s safety policies and requirements at all times, and ensuring that the project will be completed within 60 days.

Mayor Gerry has been a champion of PPP or Public-Private Partnership, a scheme which he has applied also in ensuring less expensive laboratory services in the Angono Municipal Health Center and burial services provided in Heaven’s Gate or Angono Municipal Cemetery.

Sina PO1 Joel Tawasil at PO3 Wolconnie Azucena ay binigyan ng sertipiko ng pagkilala nina Urban Settlement Development Office head Reynaldo Tan at Office of the Mayor chief of staff Alan B. Maniaol.

Against Professional Squatting and Squatting Syndicates.

Ang Angono Anti-Illegal Squatting Task Force ay binubuo ng Urban Settlement and Development Office, Public Safety Office-Civil Security Unit, mga barangal official at Angono Philippine National Police. (Kasama ang ulat ni Richard R. Gappi)

National DILG officers probe on Angono’s 3rd Seal of Good Local Governance application

By Elida Bianca Marcial

August 24, 2017; Thursday, 3:31PM

National validators of the Department of the Interior and Local Government (DILG) Ms. Laura Lynn Cabarga and Ildefonso Orquejo Jr. visited Angono yesterday, August 23, 2017 to vet on the Municipality of Angono’s 3rd SGLG or Seal of Good Local Governance application.

Cabarga and Orquejo were accompanied by Noel Bartolabac, CESO V, Provincial Director DILG-Rizal; Ms. Phoenix Grant Teodoro, SGLG Provincial Focal Person; Ms. Elaine Laxamana, SGLG Regional Focal Person; and Jo Marile Salonga, LGOO II.

The guests were welcomed by Mayor Gerry Calderon, municipal department heads and employees.

SGLG, which originated from the department’s Seal of Good Housekeeping program in 2010, was introduced by DILG Secretary Mar Roxas in 2014.

This year, the assessors adopted a more stringent criteria by assessing four core areas namely Good Financial Housekeeping, Social Protection, Disaster Preparedness, and Peace and Order.

Apart from passing the four criteria, the LGU must also pass at least one of the four secondary areas namely Business Friendliness and Competitiveness, Tourism, Culture and the Arts, and Environmental Protection.

Orquejo said the validation includes reviewing the documents, key informant interview and site visit.

The departments that were validated yesterday were Municipal Disaster Risk Reduction Management Office, Municipal Planning and Development Coordinator, Business Permit and Licensing Office, Angono Police, Municipal Social Welfare and Development Office, Municipal Health Office and Municipal Environmental and Natural Resources Office.

The citizen charter, full disclosure, the ramps and PWD toilets, evacuation centers, early warning system and markers for hazards were checked if they were complete, functioning and accurate.

Roxas has earlier described SGLG as greater challenge to continue good governance practices while providing better service.

“The SGLG symbolizes integrity and good performance of local governments,” he said during the launching of the program in 2014.

Should Angono meet the criteria, this will be the third time the DILG will confer on Angono the SGLG award.

SGLG awardees are entitled to a package of incentives such as the Performance Challenge Fund and access to other national performance-based programs. (With reports from Richard R. Gappi)

Nina Richard R. Gappi at Elida Bianca Marcial

Rizal named 2017 Most Competitive province nationwide; Angono places 3rd among 1st-2nd class towns nationwide with Cainta, Taytay and Antipolo as top winners also

By Richard R. Gappi

Rizal has another reason to celebrate and be proud as the National Competitiveness Council-Philippines rewarded the province with 1st place as the Most Competitive among the provinces nationwide.

The awarding, led by NCC-Philippines chairpersons Guillermo Luz and Department of Trade and Industry secretary Ramon Lopez, was held this Wednesday afternoon, August 16, 2017 at the Philippine International Convention Center in Pasay City.

For its part, Angono won 3rd place as the Overall Most Competitive among 1st and 2nd class municipalities and 3rd place in the Infrastructure pillar in the country. It ranked 13th in economic dynamism, 7th in government efficiency, and 5th in resiliency.

It has improved its standing as it placed 6th overall most competitive last year. In 2015, it was No. 1 in Infrastructure pillar or category.

The competitiveness of a municipality or city is measured based on three pillars namely economic dynamism, government efficiency, and infrastructure, in which each pillar has indicators which provide a more detailed view of the economic status of the locality.

This year, the NCC-Philippines added resiliency as another pillar to highlight and strengthen the disaster risk reduction and management efforts of local and city government units.

Cainta, repeating its victory last year, won 1st place as Overall Most Competitive followed by Taytay.

Antipolo City likewise landed 1st as Most Competitive among component cities in the country.

NCC-Philippines noted that the indexing of LGUs based on its competitiveness gives the private sector a basis for studying cities and determining where to locate their investments in the country.

For the public sector, this becomes a diagnostic tool so the public executives may know whether they are delivering or not delivering, whether they are getting better or not improving, and whether they are getting the results they want or not.

The Public-Private Sector Task Force on Philippine Competitiveness was created in October 2006 by virtue of Presidential Executive Order No. 571 to promote and develop national competitiveness.

In June 2011, President Aquino issued Executive Order No. 44 amending E.O. 571, renaming the Public-Private Sector Task Force on Philippine Competitiveness as the National Competitiveness Council, and expanding its membership.

NCC-Philippines’ vision is to promote a more competitive Philippines and instill a culture of excellence, through public-private sector collaboration as means to reduce poverty through inclusive growth.

Its mission, meanwhile, is to implement the action agenda with private sector initiatives that support public policies.
